Romans 9:33

just as it is written, “Look, I am laying in Zion a stone that will cause people to stumble and a rock that will make them fall, ¹  yet the one who believes in him will not be put to shame.” ² 

As it is written: "See, I lay in Zion a stone that causes men to stumble and a rock that makes them fall, and the one who trusts in him will never be put to shame."

just as it is written, "BEHOLD, I LAY IN ZION A STONE OF STUMBLING AND A ROCK OF OFFENSE, AND HE WHO BELIEVES IN HIM WILL NOT BE DISAPPOINTED."

God warned them of this in the Scriptures when he said, "I am placing a stone in Jerusalem that causes people to stumble, and a rock that makes them fall. But anyone who believes in him will not be disappointed."

Isaiah (again!) gives us the metaphor for pulling this together: Careful! I've put a huge stone on the road to Mount Zion, a stone you can't get around. But the stone is me! If you're looking for me, you'll find me on the way, not in the way.

As it is said, See, I am putting in Zion a stone causing a fall, and a rock in the way: but he who has faith in him will not be put to shame.
