Job 39:7

It scorns the tumult in the town; it does not hear the shouts of a driver. ¹ 

He laughs at the commotion in the town; he does not hear a driver’s shout.

"He scorns the tumult of the city, The shoutings of the driver he does not hear.

It hates the noise of the city, and it has no driver to shout at it.

He laughs at his city cousins, who are harnessed and harried. He's oblivious to the cries of teamsters.

He makes sport of the noise of the town; the voice of the driver does not come to his ears;
