He built altars in the Lord’s temple, about which the Lord had said, “Jerusalem will be my home.” ¹ 

Although Ephraim has built many altars for sin offerings, these have become altars for sinning!

¹ Balaam said to Balak, “Build me seven altars here, and prepare for me here seven bulls and seven rams.”

So Balak brought Balaam ¹  to the field of Zophim, to the top of Pisgah, ²  where ³  he built seven altars and offered a bull and a ram on each altar.

Then Balaam said to Balak, “Build seven altars here for me, and prepare seven bulls and seven rams.”

He rebuilt the high places that his father Hezekiah had destroyed; he set up altars for Baal and made an Asherah pole just like King Ahab of Israel had done. He bowed down to all the stars in the sky ¹  and worshiped ²  them.
