There is no actual speech or word, nor is its ¹  voice literally heard.

They ¹  lift their voices and shout joyfully; they praise ²  the majesty of the Lord in the west.

¹ Then all the community raised a loud cry, ²  and the people wept ³  that night.

The waves ¹  roar, O Lord, the waves roar, the waves roar and crash. ² 

Like lions his enemies roar victoriously over him; they raise their voices in triumph. ¹  They have laid his land waste; his cities have been burned down and deserted. ² 

When the Lord’s messenger finished speaking these words to all the Israelites, the people wept loudly. ¹ 

So the people came to Bethel ¹  and sat there before God until evening, weeping loudly and uncontrollably. ² 

When the messengers went to Gibeah (where Saul lived) ¹  and informed the people of these matters, all the people wept loudly. ² 

Then David and the men ¹  who were with him wept loudly ²  until they could weep no more. ³ 

Just as he finished speaking, the king’s sons arrived, wailing and weeping. ¹  The king and all his servants wept loudly ²  as well.

But when they gazed intently ¹  from a distance but did not recognize ²  him, they began to weep loudly. Each of them tore his robes, and they threw dust into the air over their heads. ³ 

The people of ¹  Heshbon and Elealeh cry out, their voices are heard as far away as Jahaz. For this reason Moab’s soldiers shout in distress; their courage wavers. ² 

They are saying, ¹  ‘Announce to the surrounding nations, ²  “The enemy is coming!” ³  Proclaim this message ⁴  to Jerusalem: “Those who besiege cities ⁵  are coming from a distant land. They are ready to raise the battle cry against ⁶  the towns in Judah.”’

For the Lord is ready to destroy Babylon, and put an end to her loud noise. Their waves ¹  will roar like turbulent ²  waters. They will make a deafening noise. ³ 

Its soldiers are armed with bows and spears. They are cruel and show no mercy. They sound like the roaring sea as they ride forth on their horses. Lined up in formation like men going into battle to attack you, Daughter Zion.’” ¹ 

Cries of anguish raised from Heshbon and Elealeh will be sounded as far as Jahaz. ¹  They will be sounded from Zoar as far as Horonaim and Eglath Shelishiyah. For even the waters of Nimrim will be dried up.

Its soldiers are armed with bows and spears. They are cruel and show no mercy. They sound like the roaring sea as they ride forth on their horses. Lined up in formation like men going into battle, they are coming against you, fair Babylon! ¹
