The ¹  remnant of Benjamin must be preserved. An entire Israelite tribe should not be wiped out. ² 

He will be beaten and despised, ¹  and his reproach will not be wiped away; ² 

Joshua and the Israelites almost totally wiped them out, but some survivors did escape to the fortified cities. ¹
