The plans ¹  of the righteous are just; the counsels of the wicked are deceitful. ² 

Plans ¹  are established by counsel, so ²  make war ³  with guidance.

When there is no guidance ¹  a nation falls, but there is success ²  in the abundance of counselors.

for with guidance you wage your war, and with numerous advisers there is victory. ¹ 

The clouds ¹  go round in circles, wheeling about according to his plans, to carry out ²  all that he commands them over the face of the whole inhabited world.
