This is the service of the Kohathites in the tent of meeting, relating to the most holy things. ¹ 

You are to bring the Levites before the tent of meeting and assemble the entire community of the Israelites.

When ¹  they blow ²  them both, all the community must come ³  to you to the entrance of the tent of meeting.

Moses was not able to enter the tent of meeting because the cloud settled on it and the glory of the Lord filled the tabernacle.
