When he made ¹  the force of the wind and measured ²  the waters with a gauge.

No! ¹  You plan how to do what is unjust; ²  you deal out violence in the earth. ³ 

For by the standard you judge you will be judged, and the measure you use will be the measure you receive. ¹ 

that sends messengers by sea, who glide over the water’s surface in boats made of papyrus. Go, you swift messengers, to a nation of tall, smooth-skinned people, ¹  to a people that are feared far and wide, ²  to a nation strong and victorious, ³  whose land rivers divide. ⁴ 

God has spoken in his sanctuary: ¹  “I will triumph! I will parcel out Shechem; the Valley of Succoth I will measure off. ²

Who has measured out the waters ¹  in the hollow of his hand, or carefully ²  measured the sky, ³  or carefully weighed ⁴  the soil of the earth, or weighed the mountains in a balance, or the hills on scales? ⁵ 

And he said to them, “Take care about what you hear. The measure you use will be the measure you receive, ¹  and more will be added to you.

With flaming fire he will mete out ¹  punishment on those who do not know God ²  and do not obey the gospel of our Lord Jesus.

For we know the one who said, “Vengeance is mine, I will repay,” ¹  and again, “The Lord will judge his people.” ² 

When ¹  they measured with an omer, the one who gathered much had nothing left over, and the one who gathered little lacked nothing; each one had gathered what he could eat.

The just Lord resides ¹  within her; he commits no unjust acts. ²  Every morning he reveals ³  his justice. At dawn he appears without fail. ⁴  Yet the unjust know no shame.

Give, and it will be given to you: A good measure, pressed down, shaken together, running over, ¹  will be poured ²  into your lap. For the measure you use will be the measure you receive.” ³ 

At that time tribute will be brought to the Lord who commands armies, by a people that are tall and smooth-skinned, a people that are feared far and wide, a nation strong and victorious, whose land rivers divide. ¹  The tribute ²  will be brought to the place where the Lord who commands armies has chosen to reside, on Mount Zion. ³ 

For see what this very thing, this sadness ¹  as God intended, has produced in you: what eagerness, what defense of yourselves, ²  what indignation, ³  what alarm, what longing, what deep concern, ⁴  what punishment! ⁵  In everything you have proved yourselves to be innocent in this matter.
