Here it contrasts wisdom, so “bewildered” is likely, but it may also mean “perverse” (NASB, NRSV, NKJV), “warped” (NIV, NLT), “twisted” (ESV). The noun לֵב (lev, “mind, heart”) is a genitive of specification. It functions as a metonymy of association for “mind; thoughts” (BDB 524 s.v. 3) and “will; volition” (BDB 524 s.v. 4). This person does not perceive things as they are, and so makes wrong choices. His thinking is all wrong.
