Context26:21 For look, the Lord is coming out of the place where he lives, 1
to punish the sin of those who live on the earth.
The earth will display the blood shed on it;
it will no longer cover up its slain. 2

when I vowed that the waters of Noah’s flood 4 would never again cover the earth.
In the same way I have vowed that I will not be angry at you or shout at you.

2 sn This implies that rampant bloodshed is one of the reasons for divine judgment. See the note at 24:5.
3 tc The Hebrew text reads literally, “For [or “indeed”] the waters of Noah [is] this to me.” כִּי־מֵי (ki-me, “for the waters of”) should be emended to כְּמֵי (kÿmey, “like the days of”), which is supported by the Qumran scroll 1QIsaa and all the ancient versions except LXX.
