1 sn Aroer. Now known as àAraáir on the northern edge of the Arnon river, Aroer marked the southern limit of Moab and, later, of the allotment of the tribe of Reuben (Josh 13:9, 16).

2 tn Heb “the city in the wadi.” This enigmatic reference may refer to Ar or, more likely, to Aroer itself. Epexegetically the text might read, “From Aroer…, that is, the city in the wadi.” See D. L. Christensen, Deuteronomy 1–11 (WBC), 49.

3 tn Heb “your brothers, the sons of Israel.”

4 tn Heb “it is wisdom and understanding.”

5 tn Heb “wise and understanding.”

6 tn Heb “and he added no more” (so KJV, NASB, NRSV); NLT “This was all he said at that time.”

7 tn Heb “them”; the referent (the words spoken by the Lord) has been specified in the translation for clarity.

8 sn The very finger of God. This is a double figure of speech (1) in which God is ascribed human features (anthropomorphism) and (2) in which a part stands for the whole (synecdoche). That is, God, as Spirit, has no literal finger nor, if he had, would he write with his finger. Rather, the sense is that God himself – not Moses in any way – was responsible for the composition of the Ten Commandments (cf. Exod 31:18; 32:16; 34:1).

9 tn Heb “according to all the words.”

10 tn Heb “the Lord” (likewise at the beginning of vv. 12, 13). See note on “he” in 9:3.

11 tn Heb “and your houses,” referring to entire households. The pronouns “you” and “your” are plural in the Hebrew text.

12 tn Heb “the Lord your God.” See note on “he” in 12:5.

13 tn Heb includes “the tithes of.” This has not been included in the translation to avoid redundancy.

14 tn The terms “Levite, resident foreigner, orphan, and widow” are collective singulars in the Hebrew text (also in v. 13).

15 tn Heb “gates.”
