Context8:18 He followed in the footsteps of the kings of Israel, just as Ahab’s dynasty had done, for he married Ahab’s daughter. 1 He did evil in the sight of 2 the Lord.

They may have fled there after they heard what happened to Joram and before Jehu entered the city. They would have had time to flee while Jehu was pursuing Ahaziah.

The translation above divides it into shorter sentences for stylistic reasons.

But here they are used ironically as metaphors of judgment, emphasizing that he will give careful attention to the task of judgment.
12 tn Heb “just as one wipes a plate, wiping and turning [it] on its face.” The word picture emphasizes how thoroughly the Lord will judge the city.
