Context13:2 David said to the whole Israelite assembly, “If you so desire and the Lord our God approves, 1 let’s spread the word 2 to our brothers who remain in all the regions of Israel, and to the priests and Levites in their cities, 3 so they may join us.

Context27:1 What follows is a list of Israelite family leaders and commanders of units of a thousand and a hundred, as well as their officers who served the king in various matters. Each division was assigned to serve for one month during the year; each consisted of 24,000 men. 4
