At that time 1 the sovereign master 2 will again lift his hand 3 to reclaim 4 the remnant of his people 5 from Assyria, Egypt, Pathros, 6 Cush, 7 Elam, Shinar, 8 Hamath, and the seacoasts. 9
In that day the Lord will reach out his hand a second time to reclaim the remnant that is left of his people from Assyria, from Lower Egypt, from Upper Egypt, from Cush, from Elam, from Babylonia, from Hamath and from the islands of the sea.
Then it will happen on that day that the Lord Will again recover the second time with His hand The remnant of His people, who will remain, From Assyria, Egypt, Pathros, Cush, Elam, Shinar, Hamath, And from the islands of the sea.
In that day the Lord will bring back a remnant of his people for the second time, returning them to the land of Israel from Assyria, Lower Egypt, Upper Egypt, Ethiopia, Elam, Babylonia, Hamath, and all the distant coastlands.
Also on that day, the Master for the second time will reach out to bring back what's left of his scattered people. He'll bring them back from Assyria, Egypt, Pathros, Ethiopia, Elam, Sinar, Hamath, and the ocean islands.
And in that day the hand of the Lord will be stretched out the second time to get back the rest of his people, from Assyria, and from Egypt, and from Pathros, and from Cush, and from Elam, and from Shinar, and from Hamath, and from the sea-lands.
On that day the Lord will extend his hand yet a second time to recover the remnant that is left of his people, from Assyria, from Egypt, from Pathros, from Ethiopia, from Elam, from Shinar, from Hamath, and from the coastlands of the sea.
It shall come to pass in that day That the Lord shall set His hand again the second time To recover the remnant of His people who are left, From Assyria and Egypt, From Pathros and Cush, From Elam and Shinar, From Hamath and the islands of the sea.

3 tc The Hebrew text reads, “the sovereign master will again, a second time, his hand.” The auxiliary verb יוֹסִיף (yosif), which literally means “add,” needs a main verb to complete it. Consequently many emend שֵׁנִית (shenit, “a second time”) to an infinitive. Some propose the form שַׁנֹּת (shannot, a Piel infinitive construct from שָׁנָה, shanah) and relate it semantically to an Arabic cognate meaning “to be high.” If the Hebrew text is retained a verb must be supplied. “Second time” would allude back to the events of the Exodus (see vv. 15-16).
