7:23 And Pharaoh turned and went into his house. He did not pay any attention to this.

Exodus 25:16

25:16 You are to put into the ark the testimony that I will give to you.


tn The text has וְלֹא־שָׁת לִבּוֹ גַּם־לָזֹאת (vÿlo-shat libbo gam-lazot), which literally says, “and he did not set his heart also to this.” To “set the heart” to something would mean “to consider it.” This Hebrew idiom means that he did not pay attention to it, or take it to heart (cf. 2 Sam 13:20; Ps 48:13; 62:10; Prov 22:17; 24:32). Since Pharaoh had not been affected by this, he did not consider it or its implications further.

sn The “testimony” is the Decalogue (Exod 24:12; 31:18; Deut 4:13; 9:9; 1 Kgs 8:9); the word identifies it as the witness or affirmation of God’s commandments belonging to his covenant with Israel. It expressed God’s will and man’s duty. In other cultures important documents were put at the feet of the gods in the temples.
