9:17 Now the watchman was standing on the tower in Jezreel and saw Jehu’s troops approaching. 4 He said, “I see troops!” 5 Jehoram ordered, 6 “Send a rider out to meet them and have him ask, ‘Is everything all right?’” 7
17:34 To this very day they observe their earlier practices. They do not worship 11 the Lord; they do not obey the rules, regulations, law, and commandments that the Lord gave 12 the descendants of Jacob, whom he renamed Israel.

Rather this is the narrator’s way of avoiding repetition and indicating that Jehu repeated, or at least summarized, what the prophet had said to him.
